Saudi Crown Prince to Discuss Important Issue with French President on Sunday

Saudi Crown Prince Mohammed bin Salman bin Abdul Aziz, Deputy Prime Minister and Minister of Defense, will arrive in France Sunday on an official visit. The visit is expected to last three days ending with a formal dinner at the Elysee Palace at the invitation of French President Emmanuel Macron, who is meeting the Crown Prince for the second time after their first meeting in Riyadh last November. The visit would be an opportunity to launch a "new strategic partnership" between Saudi Arabia and France and would push their relations forward, especially as both countries want the relations to fall within the framework of Vision 2030, according to French Presidency sources. It is evident that Riyadh and Paris are preparing to enter a "new phase", which in sense means that unlike in the past, this new relationship will not be based on contracts in all fields, but on how France will be involved in achieving the objectives of the development plan adopted by Riyadh. Saudi Crown Prince and President Macron will have several meetings, and Prince Mohammed will meet with French Prime Minister Edouard Philippe. He will also receive several French ministers, namely foreign and defense ministers. The Crown Prince is expected to visit an advanced business incubator for startups called "Station F" in Paris and the Arab World Institute. French Foreign Ministry will host on Tuesday an important economic conference sponsored by Prince Mohammed bin Salman and attended by businessmen from both countries. French sources indicated that the new partnership, which will be announced at the Elysee Palace on Tuesday evening, revolves around three axes: foreign policy and security; economy, technology, digital and energy development; and university and scientific relations, health, heritage and tourism. The sources added that one of the objectives of the meetings hosted by Paris is to prioritize projects that fall within the framework the countries seek to achieve according to Vision 2030. Paris believes that Crown Prince’s visit in its political framework will provide an opportunity to discuss international issues, regional crises, security and stability in the Gulf region, and issues related to Irans ballistic program and its regional policy, the war in Syria and Yemen, as well as the war on terrorism. Elysee’s sources lauded Riyadh’s support provided to fighting terrorism, within the framework of the Arab-African joint summit, where Saudi Arabia donated 100 million dollars. The meetings between Prince Mohammed and President Macron will provide an opportunity to explore the issues in question and will continue what both officials began last fall, according to the French sources. Presidential sources confirmed that Paris "is aware of Saudi concerns" about Iran, including the launch of Houthi missiles on Saudi Arabia, which France has condemned repeatedly. They added that while Paris is committed to the nuclear agreement with Iran, it shares the fears of United States, Saudi Arabia and other countries regarding Iran. Over the past weeks, Paris has repeatedly expressed its concern over Iran’s expansion and its ballistic and missile programs. It was not surprising that French Foreign Minister Jean-Yves Laudrian’s visit to Tehran saw no progress in all these issues, and the FM returned empty handed from his mission. But Paris says it is pursuing President Macron’s approach "talking to everyone, including Iran." France "seeks to deepen political dialogue" with Riyadh on all issues that "concern security and stability in the region and the world," and is "determined to play its role fully”, according to the presidential sources. Concerning the economic issues, the key element for France is to enter into a new era in the relationship with Saudi Arabia, based on further consideration as to how France can contribute and be engaged more in the new political, economic and societal vision that the Saudis want, in other words, the new Saudi development strategy. Elysee sources stressed that Paris has a lot of winning cards that it can offer in the sectors of technology and renewable energy, as well as civil nuclear energy and solar energy, and everything that could help Riyadh diversify its sources of energy. Presidential circles pointed to the expected visit of Prince Mohammed to the renowned "Station F", which reinforces Saudi Arabias focus on shifting from a contract and services economy to a productive, modern and open economy. The third axis deals with cooperation in scientific, cultural, heritage, tourism, health and other areas which reflect, according to Paris, a deep Saudi desire for renewal and diversification. Paris and Riyadh will probably sign an agreement or memorandum of understanding (MoU) to develop the region of al-Ula and the site of Madain Saleh. Paris referred to its "experience" in this field, as the number one tourist attraction in the world and is known for its heritage sites and tourism. Paris stressed the importance of the Crown Prince’s visit, which is valued in the fact that it will launch a new era of cooperation between the two countries: “New Strategic Partnership” that will establish deeper and mutually beneficial relations.
