The Victory Alliance, led by Prime Minister Haider al-Abadi, announced that the latter will form the next government, implying that he will win the second term. “Abbadi will form the next government on the basis of electoral and national entitlements to ensure national integration away from monopoly,” official spokesman for the alliance Hussein Darwish al-Adly said in a statement. Abadi will commit to unify Iraq to the benefit of all Iraqis, regardless of their sect and race, achieving justice and equal opportunity for all citizens, Adly added. He explained that the PM will also commit to important principles that will serve as a model for effective governance, including ensuring the states authority and unity of action and institutions, limiting the legitimacy, arms and sovereignty of its legitimate authorities and stopping the overlap among state institutions and political entities. Reactions of different blocs and entities participating in the elections, which spoke to Asharq Al-Awsat, have varied. While some of the representatives of these blocs considered that the results of the elections will be shocking to Abadi, others demanded that Abadi implement his previous vows before talking about serving for a second term. “We ask Abadi to ensure the implementation of the promises he made and did not fulfill during his first governments program," Atheel al-Nujaifi, who is a prominent leader in the Iraqi Decision Alliance, said. Asked whether the Sunni alliance accepts a second term for Abadi, Nujaifi said: "We do not associate ourselves with promises before we hear from them how they will fulfill their promises.” In this context, Turkmen member of the Iraqi parliament Hassan Tauran said that “the next government must represent all segments of the Iraqi people, and the technocrats experience failed like no other.” "We support the building of the state away from quotas, and distinction should be made between the representation of the Iraqi components and the abhorrent quotas.” For his part, Leader of the State of Law Coalition and candidate in the upcoming elections Saad al-Mtalibi, said “the statements of the official spokesman for the victory alliance represent a clear confiscation of the will of the voter and abolishment of the political process."
