UN Concerned over Civilians in Southern Syria

The United Nations said Thursday it was deeply concerned for around 750,000 people in southwestern Syria, where a regime military offensive has displaced civilians in the Daraa province towards the Jordanian border. In a humanitarian statement, the UN reported that fighting and shelling continued to be reported in many towns in eastern and western Daraa. “Yesterday, on June 20, shelling and fighting in several areas of Daraa reportedly resulted in the deaths of 20 people, including 11 in Daraa city; many others were injured,” the statement added. The UN report came after Syrian regime forces launched airstrikes against areas in the Daraa countryside, in parallel with international-regional talks aimed at reaching arrangements related to a “de-escalation” agreement between Russia, the US and Jordan. Separately, UN Secretary General Antonio Guterres arrived in Moscow Tuesday where he held talks with Foreign Minister Sergei Lavrov on Thursday after meeting President Vladimir Putin Wednesday. Following Thursday’s meeting, reports said Moscow and the UN are working on the execution of Syria peace agreements discussed in Russia’s Sochi earlier this year, including a deal to form a constitutional commission and to facilitate its activities. In this regard, the Russian Foreign Ministry issued a statement saying that representatives from Russia, Turkey and Iran asserted to UN special envoy to Syria Staffan de Mistura their readiness to launch the constitutional commission. Moscow and the UN were in disagreement, however, over the findings of a Joint Investigative Mission between the Organization for the Prohibition of Chemical Weapons and UN over the Syrian regime’s use of chemical weapons against its own people. Lavrov said he was “skeptical” about the UN report that accused the regime of committing crimes against humanity. The Russian minister said the report was based on data obtained through social networks and videos filmed by witnesses. For his part, Guterres stressed that the regime and armed groups had committed grave human rights violations during the Eastern Ghouta battle earlier this year. He added that the UN was ready to bolster cooperation with Russia to safeguard Syrian territories.
