Hamas has said such an Egypt-brokered deal must include a significant easing of an 11-year-old border blockade of Gaza and a UN-led Gaza reconstruction plan. The difference of perceptions suggests chances for agreement are slim. Israel’s Security Cabinet met on Sunday to consider Gaza proposals. Cabinet member Galant told Army Radio on Monday that the ministers discussed, among other things, reopening a recently closed cargo crossing into Gaza. Four months ago, Hamas launched a blockade-busting campaign, including mass protests and sending incendiary balloons into Israel. Dozens of Palestinians have been killed by Israeli army fire.
