Geneva to Host Second Roundtable Talks on Western Sahara Conflict

The second round of UN roundtable discussions on the Western Sahara conflict will continue for a second consecutive day in Geneva where Morocco, Algeria, the Polisario Front and Mauritania will meet to try to find a solution to the conflict. Talks are hosted by the UN Secretary General’s Personal Envoy for Western Sahara Horst Köhler. This will be the first direct meeting between these parties since 2012. On the eve of the meeting, the UN hoped they will discuss how to build trust and break the ice. The meeting will take place according to UN Security Council resolution 2440 as a further step in the political process toward reaching a just, lasting and mutually acceptable political solution, which will provide for the self-determination of the people of the Western Sahara, the UN stressed. The delegations will seek to address elements needed to build an enduring solution based on compromise, diplomatic sources in Geneva said. They told Asharq Al-Awsat that self-determination falls within other determinants of a political solution, which are realism, pragmatism and sustainability. These elements were strongly opposed by Algeria and the Polisario, both of which have selective and partial interpretations of the principle of self-determination, the sources noted. Morocco stressed during the first roundtable the importance of deriving lessons from the failure of the 2007-2008 Manhasset negotiations. It called for focusing on the same criteria set by the Security Council in its 2414 and 2440 resolutions. The agenda of the second roundtable, which will focus on the political solution and regional integration, has been adopted. Asharq Al-Awsat learned that participants in the second Geneva meeting will assess the first meeting, which is an important first step within a new dynamic aimed at re-launching the political process and deepening discussions on regional integration. Morocco is participating in these talks based on a clear position, a diplomatic source told Asharq Al-Awsat, adding that it is committed to reaching a realistic political solution based on consensus. Meanwhile, the same source insisted that Algeria and the Polisario should seize the opportunity during the second roundtable talks to express their genuine commitment to achieve progress towards the political solution.
