For Macquarie executive Dennis Eager, the M6 toll must have seemed like a perfect business for the Australian investment bank to own. “We can put up the tolls by whatever we like and start the tolls on day one at whatever we like,” he said, according to reports at the time. “If motorists don’t complain about it being too high, we have done our job properly.” Mr Eager resigned soon after a furore triggered by his remarks in 2003 – but the intervening years have done little to silence debate over the UK’s only motorway toll. The row instead foreshadowed questions today as roads become busier, new carriageways and bypasses are needed and ministers look to boost regions outside of London. There is also the problem of how the Treasury can replace a potential £28bn from lost fuel duty once electric cars come to the fore....
