The gradual reopening plan has to abide by regulations from the International Civil Aviation Organization and other relevant international organizations, according to Salman Al-Sabah, Chief of General Administration of Kuwaiti Civil Aviation, in a report from state news agency KUNA. The committee will oversee the implementation of the plan and the adoption of international safety regulations, Al-Sabah added. The report did not mention details pertaining to the plan or proposed dates. Kuwait suspended all international flights to and from the country since March 13 to curb the spread of coronavirus, with the exception of repatriation flights. Late in May, the daily Kuwait Times reported that civil aviation authorities would implement a gradual resumption of commercial flights upon government approval, which will be implemented in three phases. Kuwait International Airport will resume 20-30 percent of operations during the first phase and up to 60 percent in the second, civil aviation spokesperson Saad Al-Oteibi said, without detailing a specific timeframe. Airport authorities will implement strict measures, such as using thermal cameras, applying social distancing, creating a new seating chart inside planes and a changed setup inside the airport, he added.
