Richard Norland said ending the war should start with the “stabilization of the situation around Sirte and Jufra.” Turkish-backed forces allied with the Tripoli based Government of National Accord (GNA) are mobilizing on the edges of Sirte and have vowed to retake the city, along with the inland Jufra airbase, from the rival Libyan National Army (LNA) commanded by Khalifa Haftar.
