Jibril said at the World Economic Forum in Jordan's Dead Sea resort that the new council will draft a new constitution. However, he said that the reconstruction of his country could turn out to be a difficult task, as challenges facing the National Transitional Council included "restoring stability, collecting vast amounts of arms and initiating the reconstruction process".
