MOSCOW, April 11, SPA -- Russia's foreign minister says Moscow isfeeling a «cautious optimism» about relations with theUnited States under Barack Obama's administration. Sergey Lavrov said in a speech Saturday to a group ofpolitical scholars that it will take time for Russia andthe U.S. to fully rebuild mutual trust that suffered duringGeorge W. Bush's administration. Obama and Russian President Dmitry Medvedev met in Londonlast week and ordered negotiators into immediate action ona treaty to further reduce nuclear weapons. Lavrov said that Russia and the U.S. are going «in theright direction,» but added that Moscow wouldn't discussany tradeoffs.
