VIENNA, Austria, September 24, SPA -- The U.N. nuclear agency says NorthKorea plans to reinsert nuclear material into its Yongbyonreactor. Mohamed ElBaradei, the chief of the International AtomicEnergy Agency, also told the IAEA board on Wednesday thatIAEA inspectors removed agency seals from the reactorearlier in the day, according to an IAEA statement.
