LUXEMBOURG, April 29, SPA -- European Union nations have agreed to sign a pre-membership pact with Serbia, but are notexpected to implement it immediately because of objectionsfrom the Netherlands and Belgium. Slovene spokesman Bojan Brezigar, speaking on behalf ofthe EU, told reporters Tuesday that Serb President BorisTadic would sign the accord with EU officials later in theday with the 27 foreign ministers.
