KIGALI, Rwanda, January 27, SPA -- French Foreign Minister BernardKouchner and Rwanda's President Paul Kagame said thatdiplomatic ties severed more than a year ago can be restored through dialogue. «My visit is to work on how the diplomatic relations ofour two countries can be restored and that is what I havebeen discussing with President Kagame,» Kouchner saidafter flying into Kigali, the Rwandan capital, for anhour long meeting with Kagame on Saturday evening.
