KAMPALA, October 16, SPA -- Uganda's president has announced a US$606 million plan to build roads and schools, set up businesses and other rehabilitation projects in hiscountry's conflict-torn northern region. Since government and rebel negotiators started talks aimedat ending the northern Uganda conflict in July 2006, theregion has been relatively peaceful, encouraging many ofthe over 1 million people made homeless by conflict toleave cramped camps and return to their villages. The three-year plan for the region will include buildingnew roads, setting up sugar and fruit processing factories,rebuilding schools and improving health care, PresidentYoweri Museveni told an audience of diplomats, aid workersand politicians late Monday. «The goal of the plan is stabilization in order toconsolidate peace, recovery and rehabilitation of thenorth,» The Associated Press quoted Museveni as saying.
