The declaration of Riyadh made it clear that terrorism is not associated to a certain religion, race, nationality or geographical region. The declaration reiterated adherence to the international resolutions issued by the UN on fighting terrorism in line with the UN's convention. The declaration said the UN is the basic forum for enhancing international cooperation against terrorism. In this connection, the Kingdom called for formation of a working team to study the proposal of establishing a terrorism combating center as announced by Crown Prince Sultan bin Abdulaziz, the deputy premier, defense and aviation minister and inspector general, during his speech before the UN's general assembly on September 16, 2005. In his speech Prince Sultan made it clear that Islam has nothing to do with terrorism, and said "it is the religion of security, peace and cooperation." In this respect, the Kingdom has signed a number of agreements for combating terrorism. "Internally, the Kingdom has successfully contained the menace of terrorism, and the security men have attained unprecedented achievements in this regard." In statements to Kuwait-based Al-Siyasa newspaper, published on August 16, 2004, King Abdullah Bin Abdulaziz said 'with the grace of Allah Almighty, we have defeated terrorism'.
