KANDAHAR, Afghanistan, September 30, SPA -- The Taliban will «never» negotiate with Afghan authorities until U.S. and NATOforces leave the country, a spokesman for the group saidSunday, again rebuffing an overture for peace talks fromPresident Hamid Karzai. Karzai said Saturday he would be willing to meetpersonally with Taliban leader Mullah Omar and givehis group a position in government in exchange for peace. But Taliban spokesman Qari Yousef Ahmadi repeated aposition he announced earlier this month, saying therewould be no negotiations until U.S. and NATO troopswithdraw from Afghanistan. «The Taliban will never negotiate with the Afghangovernment in the presence of foreign forces,» Ahmadi toldThe Associated Press. «Even if Karzai gives up hispresidency, it's not possible that Mullah Omar would agreeto negotiations.
