SEOUL, South Korea, October 14, SPA -- North Korea has started building a fence around the site of its first-ever nuclear test, asU.S. and South Korean authorities speculated the move maybe to monitor its effects and restoring the area, a newsreport said Sunday. South Korea's Yonhap news agency quoted an unidentifiedSouth Korean official as saying that the South has receivedintelligence that work is under way to erect a barbed wirefence near the nuclear site at Punggyeri in thenortheastern county of Kilju where the North conducted thenuclear test detonation a year ago. The North was also boosting the number of personnel at thesite, Yonhap said.
