German foreign minister calls for Serbia and Kosovo talks

VIANA DO CASTELO, Portugal, September 08, SPA -- German Foreign Minister Frank-Walter Steinmeier called on the internationalcommunity Saturday to give new negotiations between Serbiaand Kosovo a real chance. «We shouldn't always be conjuring up crises,» Steinmeiertold reporters before talks with EU foreign ministers aboutthe future of Kosovo, the Associated Press reported. Serbia and Kosovo leaders should have another opportunity«to bring about a change to their situation,» he said. The EU's mediator on Kosovo, Wolfgang Ischinger, also tookpart in the foreign ministers' meeting in the Portuguesetown of Viana do Castelo. Ischinger, together with U.S. andRussian officials, is trying to steer the Balkans away fromarmed conflict over the southern Serb province. The government of overwhelmingly ethnic Albanian Kosovohas said it will declare independence if negotiators fromthe EU, Russia and the U.S. fail to come up with an accordby Dec. 10. Serbian officials are set to formally meet Kosovo Albanianleaders on Sept. 28 but international mediators havealready met with both sides separately.--SPA www.spa.gov.sa/480976
