United Nations, NOV 22, SPA -- The UN Security Council sent a letter Tuesday afternoon to UN Secretary-General Kofi Annan approving the UN report to establish a tribunal of international character to try the suspects in the assassination of former Lebanese Prime Minister Rafiq Hariri and 21 others in February 2005. The letter was distributed to members of the council on Monday and was under the silent procedure until 6PM Tuesday. Members of the council two hours ahead of the silent procedure agreed on the draft letter by the Security Council to the secretariat on the special tribunal, said French Ambassador Jean-Marc de la Sabliere after the emergency council meeting to agree on the statement condemning Tuesday assassination of Lebanese cabinet minister Pierre Gemayel. Even if it was a sad day for Lebanon with this assassination, the Security Council was up to its responsibilities, and we have responded today, added de la Sabliere.--SPA www.spa.gov.sa/405223
