MOSCOW, Jan. 19, SPA -- The Russian parliament's lower house on Friday gave final backing to legislation needed to restructure the nation's nuclear industries, The Associated Press reported. Lawmakers in the 450-seat State Duma voted 351-57 with three abstentions to approve a bill that would create a fully state-owned holding company encompassing all enterprises involved in the civilian nuclear sector. The military nuclear complex would be managed separately. The bill must still win approval of the parliament's upper house and be signed into law by the president. Nuclear officials have argued the restructuring was an essential condition for fulfilling an ambitious state program to revive Russia's atomic sector. Opponents say separating the civilian and military nuclear sectors could badly damage the atomic industries. Russia now has 31 reactors at 10 nuclear power plants, accounting for 16 percent to 17 percent of Russia's electricity generation.
