Seoul, South Korea, March 11, SPA -- North Korea informed South Koreaon Saturday that it will delay high-level talks between thetwo Koreas scheduled this month because of an upcomingSouth Korea-U.S. joint military exercise, the North'sofficial news agency said. "Our position is that hostile war exercise cannot go sideby side with peaceful dialogue," the North's Cabinetcounselor, Kwon Ho Ung, said in a telephone message to hisSouth Korean counterpart carried by the Korean Central NewsAgency. Kwon, who served as the North's chief negotiator ininter-Korean Cabinet-level talks, said the militaryexercise cannot be justified and Seoul's "wrong behavior"made it impossible to hold the 18th round of the talks thismonth in Pyongyang as scheduled. "Your side should be held responsible for causing delayin the first North-South high-level talks this year," Kwonsaid.
