Baghdad, July 31, SPA -- Framers of Iraq's new constitutionexpect to submit a draft in time for parliament to meet anAug. 15 deadline for approval but decisions on some keypoints may be deferred until a later date, the governmentspokesman said Sunday. Laith Kubba made the comment only hours before the71-member drafting committee was to say whether it willneed an extension to finish the document. The committeechairman, Humam Hammoudi, said there was an "80 percentchance" his group would ask for a one-month extension.
