Taiwan's leader calls for collective mechanism to check China =

Taipei, Aug 14, SPA -- Taiwanese President Chen Shui-bian on Sunday called for a collective cooperation mechanism to prevent China from becoming a regional threat and to transform it into a positive force, dpa reported. Speaking at a ceremony to inaugurate the Democratic Pacific Union (DPU) in Taipei, Chen said the newly formed Pacific-rim body has the responsibility to ensure that China's rise is accompanied by peace and democratic development. "No-one wants to see China collapse because the international community could not afford to have such a development," Chen told some 500 dignitaries from Taiwan and 25 Pacific-rim nations attending the inauguration. But Pacific-rim nations need to demand that China and also North Korea make their military development policies and decision-making processes as transparent as possible to prevent miscalculations that could to lead to nuclear war, he said. This explains why "a collective cooperative mechanism is needed to ensure everlasting peace and a new order for the Pacific-rim region", he added. He noted that China has targeted some 700 missiles at Taiwan and enacted a law in March to authorize the use of force against Taiwan should it formally declare independence.
