Toledo cannot run for reelection in April 2006, but opposition parties fear his government will use the resources to build support for his Peru Posible party to improve its chances in presidential and congressional elections. "This is clearly a populist campaign to win votes. There's no real planning behind it," Jorge Del Castillo, a lawmaker from Peru's largest opposition APRA party, told Reuters. Toledo, whose approval rating is less than 10 percent, denies any populist intent.
