Geneva, April 21, SPA -- The U.N. Human Rights Commission on Thursdayvoted to appoint an expert to examine possible abusesarising from governments' actions to fight terrorism. The commission passed a resolution by consensus, callingon governments "to uphold and protect the dignity ofindividuals and their fundamental freedoms, as well asdemocratic practices and the rule of law, while counteringterrorism." Amnesty International and Human Rights Watch have saidthat the most important issue at this year's six-weeksession of the commission is the threat to human rightsposed by governments' anti-terror campaigns.
