Rakhmonov, signed the order on Monday, his office said. The elections to the 63-seat legislature will be heldunder a new election law criticized by the opposition asnot guaranteeing independent observers to have access topolling stations and vote-counting, and restrictingpolitical parties' participation in local electioncommittees.
