KABUL, Sept 1, SPA -- Afghanistan's war-scarredcapital was declared free of heavy weapons Wednesday, a keystep in efforts to bolster security before criticalnational elections. U.S., NATO and Afghan officials feted the commanders ofthe last unit to pull its big guns out of the city _ andurged them and other militiamen to throw themselves intoreconstructing the country. "Bulldozers should replace tanks and cannons," DeputyDefense Minister Rahim Wardak told the ceremony in a dustycompound north of Kabul containing dozens of tanks andartillery pieces.
