planning post United Nations, Aug 7, SPA -- Secretary-General Kofi Annanappointed former U.S. government official Robert Orr as theU.N. assistant secretary-general for policy coordinationand strategic planning. Orr, who is currently executive director for research atthe Belfer Center for Science and International Affairs atHarvard University's Kennedy School of Government, willwork in Annan's office. The appointment was announcedFriday. From 1996 to 2001, he served in a series of senior postsin the U.S. government including deputy to former U.N.Ambassador Richard Holbrooke and director of global andmultilateral affairs at the National Security Council. Orr then co-directed a bipartisan commission onpost-conflict reconstruction sponsored by theWashington-based Center for Strategic and InternationalStudies and the Association of the United States Army from2001 to 2003. Before going to Harvard, he served asdirector of the Council on Foreign Relations in Washington.
