Joint Incidents Assessment Team Refutes Allegations against Coalition Forces

Riyadh, June 02, 2022, SPA -- Official Spokesman of the Joint Incidents Assessment Team (JIAT) in Yemen Legal Counsellor Mansour Al-Mansour refuted a number of claims raised by global bodies and international organizations on errors allegedly committed by the Coalition Forces to Support Legitimacy in Yemen during their military operations in Yemen. In a press conference held at the Armed Forces Officers Club in Riyadh Wednesday, Al-Mansour reviewed the results of assessing four incidents included in those claims as follows: A- With regard to the report of the Panel of Experts on Yemen dated (26/01/2022) which included that at approximately (4:00) pm on (10/05/2021) the Coalition Forces targeted a (car) in (Rada'a) directorate of (Al-Baydha) governorate, on a specified coordinate, resulted in the death of one man and the injury of two women. JIAT vetted the incident, and reviewed all documents, including air tasking orders, daily mission schedule, mission execution procedures, after mission reports, satellite images, Coalition Forces rules of engagement, provisions and principles of International Humanitarian Law and its customary rules, and after assessment of evidences, JIAT found that the coordinate provided by the claim is located near a (building) inside a small village in (Rada'a) directorate, in the north western part of (Al-Baydha) governorate. By studying the air missions carried out by the Coalition Forces on (10/05/2021), which is the date of the claim, JIAT found that the closest military target the Coalition Forces dealt with was on (gathering of elements of Al-Houthi Armed Militia) at (10:57) pm, using one guided bomb that hit its target, (850) meters away from the coordinate of the claim. By studying the daily mission schedule carried out by the Coalition Forces one day before and one day after the date of the claim, JIAT found the following: 1. On (09/05/2021) the day before the claimed date, Coalition Forces did not carry out any air missions in (Rada'a) directorate of (Al-Baydha) governorate. 2. On (11/05/2021) the day after the claimed date, the closest military target the Coalition Forces dealt with was (41) km away from the coordinate of the claim. JIAT specialists studied the satellite images of the coordinate of the claim after the date of the claim, and found the following: 1. The coordinate provided by the claim is located near a building inside a small village. 2. No traces of air targeting on the building or the surrounding area. JIAT specialists studied the satellite images of the military target location and found the following: 1. The military target is located in an open area free of civilian objects. 2. Traces of the aerial targeting on the military target. By Comparing the claim with the air mission carried out on the day of the claim, JIAT found that the (timing, location, and target description) in the claim did not match the executed air mission as follows: The location of the claim is near a building inside a small village, while the military target is located in an open area free of civilian objects. The claim stated that the targeting was at (4:00) pm, while the mission carried out by Coalition Forces was at (10:57) pm. The claim was on a (car), while the military target was on (gathering of elements of Al-Houthi Armed Militia). In light of that, JIAT found that Coalition Forces did not target a (car) in (Rada'a) directorate of (Al-Baydha) governorate, on (10/05/2021) as claimed. B- With regard to what was stated in the ninth periodic report on the work of the National Commission of Inquiry into allegations of human rights violations in Yemen for the period from (01/08/2020) to (01/07/2021), which included that at (0:900) am on (20/09/2019), Coalition Forces targeted a vehicle (Toyota pick-up) by air to ground missile, resulting in casualties and damage to the vehicle. JIAT vetted the incident, and reviewed all documents, including air tasking orders, daily mission schedule, mission execution procedures, after mission reports, satellite images, open sources, Coalition Forces rules of engagement, provisions and principles of International Humanitarian Law and its customary rules, and after assessment of evidences, JIAT found that coordinate provided by the claimant is located in an agricultural area in (Al-Matammah) directorate, south west of (Al-Jouf) governorate. By studying the air missions carried out by the Coalition Forces on (20/09/2019), which is the date of the claim, JIAT found that the Coalition Forces did not carry out any air missions in (Al-Jouf) governorate, and that the closest military target the Coalition Forces dealt with is located in (Sa'da) governorate, (98) km away from the claimed location. By studying the daily mission schedule carried out by the Coalition Forces one day before and one day after the date of the claim, JIAT found the following: 1. On (19/09/2019) the day before the claimed date, Coalition Forces did not carry out any air missions in (Al-Jouf) governorate. 2. On (21/09/2019) the day after the claimed date, Coalition Forces did not carry out any air missions in (Al-Jouf) governorate. In light of that, JIAT found that Coalition Forces did not target a vehicle (Toyota pick-up) in (Al-Minsaf) area in (Al-Matammah) directorate of (Al-Jouf) governorate on (20/09/2019) as claimed. C- With regard to what the JIAT observed in the open sources about the report issued by Doctors for Human Rights on (March 2020), which includes that on (28/04/2015) the Coalition Forces aircraft carried out an airstrike on (Al-Qaflah Hospital), injuring (4) civilians. JIAT vetted the incident, and reviewed all documents, including air tasking orders, daily mission schedule, mission execution procedures, after mission reports, satellite images, open sources, coordinates provided by the representative of the legitimate Yemeni government in JIAT for the health centers and hospitals contained in the report, the website of the National Information Center in Yemen which contains the health centers and hospitals in Yemen, Coalition Forces rules of engagement, provisions and principles of International Humanitarian Law and its customary rules, and after assessment of evidences, JIAT found that (Al-Qaflah Hospital) is located in (Al-Qaflah) village, one of (Al-Qaflah) directorate villages, which belongs to (Amran) governorate. By studying the air missions carried out by the Coalition Forces on (28/04/2015), which is the date of the claim, JIAT found that the Coalition Forces did not carry out any air missions in (Amran) governorate, and that the closest military target the Coalition Forces dealt with was in (Sa'da) governorate, (63) kms away from the location of the claim. By studying the daily mission schedule carried out by the Coalition Forces one day before and one day after the date of the claim, JIAT found the following: 1. On (27/04/2015) the day before the claimed date, Coalition Forces did not carry out any air missions in (Amran) governorate. 2. On (29/04/2015) the day after the claimed date, Coalition Forces carried out an air mission on a military target in (Al-Qaflah) directorate of (Amran) governorate, using one guided bomb that hits its target, (4000) meters away from (Al-Qaflah Hospital) of the claim. JIAT specialists studied the satellite images of the claimed site and found the following: 1. (Al-Qaflah hospital) of the claim consist of a number of buildings, surrounded by a fence. 2. Traces of damage within the vicinity of the (Al-Qaflah hospital), JIAT could not determine its causes. By Comparing the claim with the air mission carried out on the day of the claim, JIAT found the following: 1. The location of (Al-Qaflah hospital) does not correspond with the coordinates of the military target, as the location of the claim is in (Al-Qaflah) directorate of the (Amran) governorate, while the location of the military target is in (Sa'da) governorate, (63) kms away from the location of the claim. 2. The description and nature of the claim does not match the description and nature of the military target of the air mission carried out by the Coalition Forces. In light of that, JIAT found that Coalition Forces did not target (Al-Qaflah Hospital) in (Al-Qaflah) directorate of (Amran) governorate on (28/04/2015) as claimed. D- With regard to the statement of the Panel of Experts on Yemen, issued on (12/11/2021), which included that Coalition Airforce carried out an airstrike at (12:30) pm on (28/02/2021), that hit a (house) in (Al-Hawk) directorate of (Al-Hudaydah) governorate, on a specified coordinate, resulting in casualty and injuries, and according to the information received by the Panel, the incident was by (an air attack or a drone). JIAT vetted the incident, and reviewed all documents, including air tasking orders, daily mission schedule, mission execution procedures, after mission reports, satellite images, open sources, Coalition Forces rules of engagement, provisions and principles of International Humanitarian Law and its customary rules, and after assessment of evidences, JIAT found that the (house of the claim) is located in (Al-Hawk) directorate, at the southern part of (Al-Hudaydah) city of (Al-Hudaydah) governorate. By studying the air missions carried out by the Coalition Forces on (28/02/2021), which is the date of the claim, JIAT found that the Coalition Forces did not carry out any air missions by (fighter aircrafts) or (drone) in (Al-Hawk) directorate of (Al-Hudaydah) governorate, and that the closest military target the Coalition Forces dealt with is located in (Marib) governorate. By studying the daily mission schedule carried out by the Coalition Forces one day before and one day after the date of the claim, JIAT found the following: 1. On (27/02/2021) the day before the claimed date, Coalition Forces did not carry out any air missions in (Al-Hawk) directorate of (Al-Hudaydah) governorate, and that the closest military target the Coalition Forces dealt with is located in (Marib) governorate. 2. On (29/02/2021) the day after the claimed date, Coalition Forces did not carry out any air missions in (Al-Hawk) directorate of (Al-Hudaydah) governorate, and that the closest military target the Coalition Forces dealt with is located in (Marib) governorate. JIAT specialists studied the satellite images of the claimed site and the following was found: 1. The (house) of the claim is located within the residential neighborhoods. 2. No signs of destruction or damage resulting from air targeting on the building or the buildings adjacent to it. In light of that, JIAT found that Coalition Forces did not target a (house) in (Al-Hawk) directorate of (Al-Hudaydah) governorate on (28/02/2021) as claimed. --SPA 11:48 LOCAL TIME 08:48 GMT 0005 www.spa.gov.sa/w1741622
