Fifth: Whoever provides help for a person whose nature of work or circumstances do not necessitate obtaining a permit or permission for moving at the time of curfew, shall be punished with a fine of no less than SR 10,000 and no more than SR 100,000 or imprisonment for a period of not less than one month and not more than a year, or both punishments. In the case of recurrence, the fine imposed in the previous violation shall be doubled. Sixth: Whoever found to have transmitted or circulated a rumor related to COVID-19 on the social media or its applications; or whoever published wrong information that might trigger panic or horror among the public; or whoever instigated others to violate the related measures and procedures, will be fined with no less than SR100,000 and no more than one million Saudi Riyal, or imprisonment for a period of not less than one year, and no more than five years or both punishments. In the case of recurrence, the fine imposed in the previous violation shall be doubled. Seventh: If a violator of any of the above provisions happened to be an expatriate residing in the Kingdom of Saudi Arabia, he/she would be deported and infinitively barred from re-entering the country following the implementation of the punishment imposed on him/her. Eighth: The implementation of punishments announced as above shall not violate any other punishment previously imposed by the legal authorities. Ninth: Fines, closure of a business and deportation are imposed through a decision by the minister of interior, or his deputy, as the number of punishments imposed will daily be announced in each administrative region. Tenth: An accused facing a prison punishment will be transferred to public prosecution department for taking legal action. Eleventh: The minister of justice is authorized to form a tripartite committee or more committees, including legal specialists and consultants, to be in charge of reconsidering lawsuits to be filed by those complaining against decisions of imprisonment, fines, or closure of business taken in their regard. Twelfth: Whoever happened to have received an imprisonment, or fine, or closure of business punishment will have the right to appeal before the above-mentioned committee as per Article Eleventh in no more than ten days from the date of being notified of the decision. The committee's decision in this regard is considered final, irreversible and cannot be appealed before any other authority. Thirteenth: The punishment of imprisonment against violators according to the above, will go into effect following the current extraordinary circumstances of the spread of COVID-19. Fourteenth: The authorities in charge of supervising the private sector as well as the relevant security authority, shall undertake, as per each situation, controlling the violations stipulated in the above provisions, and drafting a report on the issue, prior to referring it to the ministry of interior for taking action.
