The Arab leaders, meanwhile, condemned the kidnapping of Qatari citizens in Iraq and said this terrorist act was in violation of international law, human rights and Islamic Sharia, as well as harming relations among Arab countries. They voiced solidarity with Qatar in all legal measures it would take to secure the release of its citizens. They held the Iraqi government responsible for the safety of the Qataris. The Arab leaders have also called for providing political and economic support for the institutions of Lebanon in order to enable the government impose sovereignty nationwide. They condemned all terrorist explosions and armed activities in Lebanon. On Libya, the Arab heads of state and government also called for providing political and financial support for the Libyan government as the legitimate representative of the Libyan people. They rejected military intervention in Libya and affirmed support for the Libyan army to confront terrorist groups including so-called Islamic State (IS).
