U.N. Chief Urges Major Polluters to Present Climate Pledges

UNITED NATIONS, Safar 19, 1436, December 11, 2014, SPA—U.N. Secretary-General Ban Ki-moon on Thursday urged governments to listen to scientists and accelerate talks on a global agreement to limit climate change. With U.N. talks in Lima stalled by the typical divisions between rich and poor countries, Ban told the Associated Press that countries must discuss the substance of a deal and produce a draft text that can be refined into a strong agreement at a climate summit next year in Paris. “The time for engaging in all these procedural matters is over,” the secretary-general declared. The U.N. chief also called on major carbon emitters to follow the examples of the European Union, the United States, and China and announce emissions targets for the planned deal next year.
