Berlin, Muharram 27, 1436, Nov 20, 2014, SPA -- EU Digital Commissioner Guenther Oettinger defended end users' rights to internet access in a live dpa chat on Thursday, while also weighing in on hot-button issues of net neutrality and copyright law, dpa reported. "Every user needs to rely on a stable internet connection," Oettinger said in a live question-and-answer session with internet users. "This is something that we are trying to achieve via the concept of net neutrality." While defending the premise that the internet should offer equal access for all users, Oettinger said that "certain ... services could be made available at a higher performance level for an additional charge," but that it should not lead to discrimination against other services. The German commissioner, who stepped into his role earlier this month, also said all internet users have the right to change their internet service providers, describing that freedom as part of a fully-functioning market system that encourages competition. -- SPA 22:27 LOCAL TIME 19:27 GMT www.spa.gov.sa/w
