Washington, Dhu-AlQa'dah 23, 1435, Sep 18, 2014, SPA -- Remnants of a weakened Pacific tropical storm spared the Phoenix and Tucson areas, but authorities in southeastern Arizona continue to monitor the weather. A flash-flood warning is in effect Thursday morning in Cochise County, where police say authorities are monitoring the San Pedro River. The National Weather Service (NWS) said the river is nearing flood stage in a rural area near the U.S.-Mexico border. Meanwhile, highways and streets in Phoenix and Tucson were dry at the start of Thursday’s morning commute.
