Such a diplomatic breach is unprecedented in the nearly seven decades since the end of World War II, during which the two have been close allies. Merkel urged the United States to act to restore lost trust. Steffen Seibert, Merkel's spokesman, did not give the name, title or affiliation of the US official to be sent home from Berlin, saying only: "The representative of the US intelligence services at the US embassy is being requested to leave Germany.
