The great development in the legislative environment contributed to cases being transferred instantly to the Court of Appeal in less than a minute, in comparison to the fact that it used to take nearly a month earlier, Justice Minister Dr. Walid Al-Samaani confirmed. He explained, before the amendment in the legislative environment, a case used to take about a month to move from the Court of First Instance in Riyadh to the Court of Appeal. During the National Transformation Forum in Riyadh, Al-Samaani that the National Transformation Program (NTP) is considered one of the first programs to achieve Kingdom’s Vision 2030, as it has contributed in developing the legislative, legal and justice environment. “Now, we have more clarity in the legislatives, in addition to achieving full procedural guarantees,” he said, adding, that the procedural rules have become fully respected. The system of specialized legislation has witnessed great developments, as it began with the personal status system, whose positive effects are now felt by everyone. The minister also mentioned the development that took place regarding the issuance of the judicial document after it became fully electronic, including stamps and signatures, which used to take a lot of time in the past. The Ministry is currently cooperating with Ejar platform, in order to speed up the completion of cases, he said. He added, in the past, 99% of rental cases were previously decided in favor of the lessor after two years, but now the cases are completed within a few days only, in addition to the implementation of the ruling directly. Al-Samaani confirmed that coordination has begun with all government agencies to document the various contracts, so that the contracts and obligations are documented according to procedures that preserve the rights of the two parties, and in a way that makes the documented contract a judicial ruling.
