UN Envoy’s Proposal on Yemen Includes Hodeidah Settlement

UN special envoy to Yemen Martin Griffiths presented to the Security Council the “principle elements” of his proposals to restart political negotiations to end the three-year conflict in Yemen, sources at the Council told Asharq Al-Awsat on Monday. His proposal includes a “settlement” for the situation in the Hodeidah province and a “framework” for reviving the political process. A diplomat said the UN envoy, who took part in the session via closed-circuit television from Sanaa, demanded additional time “to complete talks over his proposal, which he stressed was confidential.” He explained that the proposal involves 25 items based on the Gulf initiative, the national dialogue decisions and UN resolutions. Griffiths is in Sanaa to push for a deal with Houthi militia leaders to cede control of the Red Sea port of Hodeidah to a UN-supervised committee. Following the session, a statement from Security Council members said they welcomed the envoy’s briefing on the proposals and "reaffirmed their full support for his efforts.” They reiterated their call for the Houthi-held ports of Hodeidah and Salif "to be kept open and safely operational.” In Hodeidah, the Yemeni army moved closer towards liberating the strategic Hodeidah port amid an escalation in the fighting near the airport. The Houthis have since turned the port city into a military zone by digging trenches and building barricades in several residential areas and on the main roads. Local residents told Asharq Al-Awsat that the trenches destroyed water systems and cut off supplies in most neighborhoods. Spokesman of the forces of the Arab Coalition for the Support of Legitimacy in Yemen Colonel Turki al-Maliki said Monday that Griffith’s efforts and various initiatives to reach a political solution in Yemen have been rejected by the Houthi militias. “Restoring security and a normal life in Yemen require determination, resolve and determination to stand behind the legitimate Yemeni government, which is making great efforts to recapture Yemeni territories” from the militias, he said during a press conference in Riyadh.
