President of Houthi Supreme Political Council Mahdi al-Mashat has accused the group’s security leaders of being lax with what the insurgents call “sleeper cells” following a spread of anti-Houthi leaflets. Sanaa neighborhoods have lately witnessed a rise in leaflets supporting the forces led by Tariq Saleh, son of slain President Ali Abdullah Salehs brother, as well as posters of President Abdrabbuh Mansour Hadi, in spite of wide security campaigns and tight surveillance launched by the Houthis to capture those behind the propaganda. Mashat summoned his Prime Minister, Abdulaziz bin Habtoor, and his deputy for security and defense affairs, Jalal al-Rowaishan, to express concern over the failure to tighten the security grip in Sanaa. As the Houthis accused people loyal to the General Peoples Congress party of distributing the leaflets, Mashat held his security forces accountable for what he called the operations of “sleeper cells.” Houthi official sources claimed that Mashat "discussed with Rowaishan the security situation in the capital and provinces, and the efforts exerted to enhance security and stability." Houthis have doubts over the loyalty of Rowaishan who used to be close to late president Saleh. Saba news agency said that his meeting with Mashat tackled “improving the performance of security services, enhancing preparedness and security vigilance and chasing sleeper cells.” However, informed sources in Sanaa told Asharq Al-Awsat that immediately after the meeting, Mashat summoned Bin Habtoor and held him responsible for any possible "betrayal" by Rowaishan or GPC leaders. He also warned that anyone could be sacked unless he proffers loyalty to the group and its leader.
