Yemen: Ahead of Geneva Meeting, Houthis Reject UN Resolution 2216

United Nations envoy to Yemen Martin Griffiths’ call for a meeting in Geneva in September in an attempt to resume peace negotiations was met by opposition from the Iran-backed Houthi militias that rejected the national dialogue references, particularly Security Council resolution 2216. They ordered their coup government to prepare a vision for the solution that is consistent with its goal to prolong the war and thwart UN peace efforts that are aimed at ending the coup and resuming the transitional process based on the Gulf initiative and its executive mechanism, outcomes of the National Dialogue Conference and resolution 2216, said official Houthi sources. Houthis claimed during their unrecognized governments meeting that resolution 2216 "is outdated given the political and field changes on ground." They said they refuse to comply with it because it calls for the end of the coup, handover of arms and withdrawal of militias from the cities and state institutions in Sanaa and other provinces. The Houthi sources said that the government meeting “tackled the main issues that should be included in the coup’s vision of the solution” that would ensure that it maintain its military and political influence and not yield to the international community. They claimed that after the meeting, the government called for the formation of four committees to prepare the “political, military, economic and humanitarian files" that will be included in their vision to help the negotiations delegation during the Geneva meeting on September 6. Observers said that the Houthis are likely trying to thwart Griffiths’ efforts, especially after they announced their explicit refusal to comply with resolution 2216, which is one of the three references agreed upon to achieve peace in the war-torn country. The insurgents are seeking to form a unified negotiating delegation from Sanaa that includes Houthi and General Peoples Congress (GPC) representatives, said observers, adding that they are attempting to usurp the party’s voice and turn it into a political arm to serve their agenda.
