شارك سعادة وكيل الوزارة للعلاقات الدولية الدكتور رياض بن محمد الخريّف افتراضياً في "ملتقى أبوظبي للتمويل المستدام" وذلك يوم الأربعاء 15 جمادى الآخر 1443هـ الموافق 19 يناير 2022 بتنظيم من سوق أبوظبي العالمي وبمشاركة كبار المستثمرين ورؤساء دول ووزراء مالية من دول مختلفة. ويهدف الملتقى إلى مناقشة مجالات التعاون لزيادة تدفق رأس المال نحو الاستثمار المستدام، بالإضافة إلى استكشاف أحدث الحلول المبتكرة لتحفيز مصادر التمويل المتعددة. وشارك الخريّف في جلسة حول الحياد الصفري، وتضمنت محاور النقاش تطورات الاقتصاد العالمي، ودور القطاع المالي للتمويل المستدام، بالإضافة إلى الإجراءات المتعلقة بمكافحة تغير المناخ. وفيما يخص الاقتصاد العالمي، أوضح الخريّف أن الاقتصاد العالمي واجه أسوأ أزمة منذ الحرب العالمية الثانية نتيجة للجائحة، مُشيراً إلى أن تأثيرها كان أعلى نسبياً على الدول الهشة وذات الدخل المنخفض والنساء. وفي هذا السياق، شدد الخريّف على أهمية أن تكون سياسات التغير المناخي والتمويل الأخضر "واقعية وشاملة ومتوازنة" تفادياً لأي تداعيات سلبية على الاقتصاد العالمي. وذكر الخريّف بأن المملكة لديها جهود مميزة في مجال مكافحة التغير المناخي، حيث أعلنت المملكة استهدافها للوصول للحياد الصفري بحلول عام 2060، من خلال نهج الاقتصاد الدائري للكربون بما يتماشى مع خطط التنمية في المملكة والتنويع الاقتصادي وفق رؤية 2030. كما أشار إلى بعض المبادرات التي أطلقتها المملكة كمبادرة السعودية الخضراء ومبادرة الشرق الأوسط الأخضر والعمل على تطوير مشاريع إنتاج الهيدروجين، موضحًا بأن مثل هذه المبادرات تتيح فرص استثمارية ضخمة للقطاع الخاص بما يُسهم في دعم التنويع الاقتصادي وتوليد الوظائف. من جانب آخر، ذكر الخريّف بأن المملكة نجحت في التعامل مع الجائحة نتيجةً للدعم السريع والقوي من قبل الحكومة، بما في ذلك من خلال برامج حماية الوظائف وتوفير الموارد الكافية للقطاع الصحي، وبيّن أن المؤشرات الاقتصادية تُشير إلى تعافي ونمو القطاع الخاص. وفيما يخص القطاع المالي في المملكة، أوضح الخريّف بأن الائتمان الممنوح للقطاع الخاص استمر دون انقطاع خلال الأزمة، مبينًا بأن المملكة لديها أكبر سوق لرأس المال في منطقة الشرق الأوسط وشمال إفريقيا، وأنها تمكنت على الرغم من الجائحة من إصدار سندات سيادية بعائد سلبي، مما يعكس تطور وعمق سوق الدين بالمملكة. الجدير بالذكر أنّ الملتقى يأتي بنسخته الرابعة كجزء من فعاليات أسبوع أبوظبي للاستدامة، ويُعد الملتقى منصة للمشاركة المالية المستدامة والتعاون الصناعي في منطقة الشرق الأوسط وأفريقيا منذ إنشائه من قبل سوق أبوظبي العالمي عام 2018. His Excellency the Saudi Deputy Minister for International Affairs, Dr. Ryadh Alkhareif, participated virtually in the "Abu Dhabi Sustainable Finance Forum (ADSFF)" for the year 2022, organized by the Abu Dhabi Global Market. The Forum brought together major investors, heads of state and finance ministers from different countries to discuss areas of cooperation to increase the flow of capital towards sustainable investment, as well as exploring the latest innovative solutions to stimulate multiple sources of financing. The Deputy Minister participated in a session on zero neutrality. The topics of discussion included developments in the global economy, the role of the financial sector in sustainable finance, in addition to measures related to combating climate change. With regard to the global economy, he explained that the global economy faced the worst crisis since World War II as a result of the pandemic, noting that its impact was relatively higher on fragile and low-income countries and women. In this context, Dr. Alkhareif stressed the importance of climate change policies and green finance to be "realistic, inclusive, and balanced" in order to avoid any negative repercussions on the global economy. Dr. Alkhareif stated that the Kingdom has made commendable efforts in the field of combating climate change. Notably, the Kingdom announced its goal to reach “net-zero emissions” by 2060, through the framework of the circular carbon economy, in line with the Kingdom’s development plans and economic diversification in accordance with Vision 2030. He also referred to some of the initiatives launched by the Kingdom, such as the Green Saudi Initiative and the Green Middle East Initiative, and the ongoing efforts towards advancing hydrogen production. Dr. Alkhareif explained that such initiatives will provide ample investment opportunities for the private sector, which will contribute to supporting economic diversification and jobs creation. On a related note, Dr. Alkhareif stated that the Kingdom has successfully tackled the pandemic on the back of the government’s swift and strong support, including through programs to protect jobs and provide adequate resources to the health sector. He indicated that economic indicators point to recovery and growth of the private sector.
