He is to cap the trip with an address at Moscow State University that is expected to lay out the White House's vision for U.S.-Russian relations in the last half of President Barack Obama's term. «This trip for the vice president is an opportunity to take stock of the reset and what we've achieved and where we hope to go next,» said Biden's national security adviser Tony Blinken.
