United Nations, March 22, SPA -- Noting that the door was still open for negotiation, Qatari Ambassador Nasser al Nassir said the UN Security Council will probably not vote on the Iran sanctions draft this week, as other members of the council need time to go to their capitals to discuss the proposed amendments from non-permanent members South Africa, Indonesia, and Qatar. To be united we have to accommodate what other members want to say in order to have a balance acceptable by the 15 in the Security Council, he said after emerging from the afternoon meeting on the proposed Iran sanctions draft for non-compliance of the non-proliferation treaty (NPT). We have to respect every member of the council opinion. They cannot just come and agree or accept, said Nassir. When we say something, they should listen to us, not that only the P5 permanent five members of the council and the rest they just come on board and accept the language, he added. The 10 non-permanent members have repeatedly described past negotiations as not inclusive as the P5 members, including US, UK, France, China and Russia, have negotiated the text of amongst themselves, leaving the elected 10 members to merely vote on it. The Qatari amendment is similar to the Indonesian proposed amendments, stating that the council affirms its conviction that the establishment in the Middle East of a zone free of weapons of mass destruction and all missiles for their delivery would greatly enhance international peace and security. South Africa proposed a number of amendments, specifically taking the suggestions of Mohammed El-Baradei, Director of the International Atomic Energy Agency (IAEA), who noted that Iran should have a 90-day period to comply with the previous resolutions. The council will meet tomorrow to discuss the draft and its proposed amendments.--SPA www.spa.gov.sa/434617
