MTCR CHIEF HAILS PAKISTAN’S NUCLEAR NON-PROLIFERATION STEPS

ISLAMABAD, JULY 15, SPA -- The current Chairman of the Missile Technology Control Regime (MTCR), Ambassador Manuel Viturro of Spain, has appreciated Pakistan’s non-proliferation commitment and the steps it has taken in this regard. Ambassador Manuel, heading a 7-member MTCR delegation, held talks at Pakistan’s Ministry of Foreign Affairs with the Pakistan delegation led by Tariq Osman Hyder, Additional Secretary, according to an official statement. This was the third meeting between the MTCR and Pakistan since 2003. The MTCR chairman said that Pakistan’s export control legislation and its control lists, which inter alia incorporated the MTCR export control list, have been circulated at Pakistan’s request to all MTCR partners. He said that discussions constituted a meaningful and positive basis for further institutionalized interaction. The MTCR chairman outlined the working and procedures of the MTCR and stated that the 34-member MTCR constitutes and important international arrangements, which sets significant non-proliferation standards and contributes to global peace and security. The Additional Secretary reiterated Pakistan’s commitment to the objectives of global non-proliferation of weapons of mass destruction. He said Pakistan’s export control on goods, technologies, material and equipment related to nuclear and biological weapons and their Delivery Systems Act 2004. Hyder said the Control Lists, pursuant to this Act, which were promulgated on 19 October 2005, encompassed the lists and scope of export control maintained by the Nuclear Suppliers Group (NSG), the Australia Group (AG) and the Missile Technology Control Regime (MTCR). He outlined Pakistan’s export control implementation, and cooperation with a number of countries, which included some MTCR partners for the purpose of sharing procedure and best practices in this regard. --SPA 15/07/2006 13:04 ت م www.spa.gov.sa/375651
