The Hague, NOV. 9, SPA -- The International Criminal Court begins its work in The Hague Thursday with preliminary proceedings in the case of Thomas Lubanga Dyilo, who is accused of recruiting and deploying child soldiers in the Democratic Republic of Congo, dpa reported.
