Tokyo, April 10 (SPA) -- North Korea should return to six-party talks over its nuclear arms programme without preconditions, Washington's chief envoy to the talks said on Monday. Assistant Secretary of State Christopher Hill also told reporters after arriving in Tokyo that he had no plans at the moment to meet North Korea's envoy. Speculation had been growing that Hill and North Korea's chief delegate, Kim Kye-gwan, would meet on the sidelines of a private security forum in Tokyo and manage to create the momentum for a resumption of the six-way talks, which are aimed at preventing a nuclear crisis on the Korean peninsula, Reuters reported. --SPA 11 27 Local Time 08 27 GMT www.spa.gov.sa/352499
