Moscow, Feb 26, SPA -- The lower house of the Russian parliament onSunday passed a final reading of an anti-terrorism billthat would allow the military to shoot down hijacked planesor planes being used by terrorists. The bill, which passed 423-1 in the 450-seat State Duma,also would allow the military to attack ships being used ina terrorist act. Shooting the planes or ships would bepermitted even if hostages are on board. It permits negotiations with terrorists who have takenhostages but bars consideration of their political demands,and calls for Russian armed forces to use Russia-basedweapons and Russian military formations against terroristsoperating outside its borders. The bill also permits law-enforcement officials to monitortelephone calls and take control of electroniccommunications means in the area of a terrorist attack.
