Washington, Oct 8, SPA -- The U.S. Senate on Friday passed a $30.8 billion bill to fund transportation security programs that include airport screening and new border controls. The new fiscal 2006 spending bill for the Department of Homeland Security, which has now been sent to U.S. President George W.
