BRUSSELS, Belgium, Nov 12, SPA -- The European Union told Bosnianleaders Saturday the complex constitutional arrangementsset up 10 years ago after their country's civil war must bestreamlined in preparation for EU membership talks. "Constitutional evolution is certainly extremelyimportant for the country to make serious and steadyprogress toward the European Union," EU EnlargementCommissioner Olli Rehn told reporters after addressing ameeting of political party leaders from Bosnia's Muslim,Serb and Croat communities. Rehn believes the complicated structures set up then toensure a balance of power among the three communities asthey emerged from the 1992-1995 war are too unwieldy forBosnian authorities to negotiate membership with the EU.
