Tulkarem, West Bank, March 21, SPA -- Israeli and Palestiniancommanders were trying to iron out the last disputes overthe handover of a second West Bank town to Palestiniansecurity control. Israeli officials doubted whether the town of Tulkaremwould revert to Palestinian control on Monday, asoriginally planned, after a meeting of security commanderson Sunday evening broke up in disagreement. Talks were toresume on Monday. Similar disputes held up the transfer of the isolateddesert oasis of Jericho last week.
