Manila, Philippines, Feb 24, SPA -- The United Nations will send experts to the Philippines to help the government craftanti-terrorism legislation, officials said Thursday, asPresident Gloria Macapagal Arroyo called for tough laws topre-empt attacks. Arroyo said the country has been successful in itsanti-terrorism campaign _ but "it is time to bring theissue to a higher plane of pre-emptive security." She said the legislation would "add teeth" togovernment's war on terror and help plug "loopholes in thelegal system that allow them anonymity and mobility." "The perimeters of vigilance must be strengthened bystrong laws to identify, pinpoint and expose terrorists,and to enable authorities to neutralize terrorists'conspiracies before they can strike," she said. Foreign Secretary Alberto Romulo said a team from theVienna-based U.N. office on Drugs and Crime will lead aManila workshop for key legislative and executive officialson March 1.
